Call Identification for Businesses

Starting September 1, legal entities and individual entrepreneurs are required to ensure labeling of outgoing calls to mobile numbers. When receiving a call, the subscriber must see not only the phone number but also the company name / individual entrepreneur’s full name, as well as the call category — even if the number is not saved in contacts.

What needs to be done?

A contract must be concluded with the telecom operator, providing consent for the transmission of the following data:
  • TIN (taxpayer identification number) and the company’s full and abbreviated name / full name of the individual entrepreneur
  • Commercial designation (if applicable)
  • Code and name of the primary economic activity
  • Call category
  • Display text (up to 32 characters)
  • List of phone numbers used for outbound calls

Consequences of non-compliance

The telecom operator may block unmarked calls, classifying them as spam.
Spam calls may also result in liability under Articles 4.1.2 and 14.3 of the Administrative Code of the Russian Federation.
In such cases, businesses face potential fines of:
  • up to RUB 100,000 for officials
  • up to RUB 1,000,000 for legal entities
While specific fines for failure to implement call labeling have not yet been introduced, this is expected to change in the future.
If your clients are individuals, it is recommended to contact your telecom operator and ensure a contract is in place in compliance with the new requirements.
